出訪東京第2日(5/16)，臺北市長蔣萬安出席Sushi Tech論壇開幕式，他以「Building a Safe City through Innovation（創新思維·安全之都）」為題進行簡報，分享他如何透過北市府「災害應變雲端協作平臺」，串聯所有災害通報狀況，並即時利用平臺中的智慧工作分派降低災損，體現「市長在哪裡，EOC就在哪裡」的智慧防災思維！
與會者提問有關防災型都更的問題，蔣萬安回應，臺北市有72%房屋屋齡超過30年，研究指出若在臺北發生6.2級的地震，將有超過4,900棟房屋倒塌，將是我們不能承受之痛，所以自己在上任後便積極推動都更八箭的政策。
蔣萬安指出，歷任臺北市長都想推動都市更新，但過去面對的是20、30年的屋齡，而現在面對的則是40、50年的老屋，更加艱巨，也更加迫切，所以我們致力於：第一，加速申請流程、克服各項程序障礙；第二，透過公私協力積極與民間合作；第三，轉換心態，從前都更是為了提升生活環境與市容，現在則是為了極端氣候與防災的迫切需求。蔣萬安表示，非常願意向其他城市借鑑、分享臺北經驗！

Ladies and gentlemen, as Mayor of Taipei, I’m thrilled to be here today to talk about the theme of “Building a Safe City through Innovation.”
大家好，很⾼興今天以臺北市長的身份向⼤家分享「創新思維·安全之都」
Last month, on April 3rd, Taiwan experienced a massive earthquake with a magnitude of 7.2. It was the most severe earthquake in nearly 25 years, causing significant devastation with over 1,300 aftershocks and, tragically, resulting in 18 fatalities and over 1,100 injuries.
臺灣在4⽉3⽇經歷了⼀場7.2級⼤地震，這也是25年來最嚴重的⼀次，也導致後續的1300次餘震與重⼤災害，其中更造成18⼈不幸罹難、1100⼈受傷的遺憾。
Now, I want to take you on a journey through Taipei’s response to this crisis. Imagine putting on your safety helmets and vests as we dive into the decision-making process together.
現在，我想帶各位身歷其境地了解臺北的災害應對機制。請想像各位現在戴上了頭盔與防災背⼼，⼀同沈浸式體驗相關的決策過程。
When the earthquake struck at 7:58 a.m., during rush hour, I couldn’t immediately access the Emergency Operations Center (EOC). But we didn’t waste any time. Taipei operates on the principle of “Where the Mayor is, there’s the EOC.” Within five minutes, we were all mobilized.
地震發⽣的當下是在早上7:58，正值尖峰時刻，我無法⽴即抵達災害應變中⼼，但我們並未耽擱，⽽是以「市長在哪裡，EOC就在哪裡」為應變原則，全市府的應變在5分鐘內就全部動起來！
Thanks to our Disaster Response Cloud Collaboration Platform, we could instantly connect all relevant units and monitor the situation across Taipei. You can see on the screen the real-time updates, pinpointing the exact locations of incidents, categorized by their status—resolved, unresolved, or critical. This system isn’t just for earthquakes; it’s adaptable to handle disasters, such as typhoons, floods, or power-outage.
透過我們的災害應變雲端協作平台，我們⽴刻串起所有相關局處並掌 握全臺北的災害通報狀況。各位可以看到螢幕上的⼿機畫⾯，有精確 的標記點位，顯⽰了「已結案」、「未結案」、「重⼤結案」的狀態。這套系統不只⽤於地震，也適⽤在颱風、淹⽔與停電等應變。
As Mayor, time-saving and accurate information are crucial for making critical decisions. Let me tell you, being Mayor is hectic! Anything that buys us more time for thoughtful decision-making is invaluable. Taipei’s disaster preparedness isn’t just about online connectivity; it’s about empowering decision-makers to delegate tasks efficiently.
作為市長，省時與精准的資訊對於我們的決策至關重要。不得不說，當市長真的很忙碌，任何能為我們爭取到充裕決策思考時間的措施都價值匪淺。臺北防災模式的價值不只是線上通聯，更幫助決策者進⾏有效分⼯。
Through intelligent and automated division of tasks, as the mayor, I focused on three things: 1. Identify the most severe case that requires more resources allocation. 2. Intervene early to prevent escalation. 3. Plan a recovery roadmap that aligns with long-term urban strategies.
透過智慧⽽⾃動化的⼯作分派，我作為市長就更能聚焦在三項重點：
1.專注於最嚴重、最需要資源投注的區域
2.早期介入、預防災損擴⼤
3.規劃災後重建並配合長期城市願景
We quickly identified a severely damaged residential building that posed an immediate threat of collapse. We immediately set up an on site command center, with relevant agencies on standby. After experts confirmed the building’s imminent danger, we evacuated residents to nearby hotels as a precaution. We then swiftly implemented temporary safety measures in the area before allowing residents to return home safely.
我們很快就注意到有部分住宅可能倒塌，⽴即開設前線指揮 所，由相關局處派員進駐。在專家鑑定有⽴即性風險後，我們當即撤離住⼾，並安置到附近旅館；同時，我們及早進⾏安全加固，並在完成後讓居民安全返家。
This incident underscores a common challenge faced by all cities: aging infrastructure. Over 72% of Taipei’s buildings are over 30 years old. Earthquakes strike without warning, so urban renewal is essential for enhancing resilience.
這件事也揭⽰著⼀項所有城市共同的挑戰：房屋⽼化。臺北⽬前有72%的住宅屋齡超過30年。我們無法預知地震何時發⽣，所以增進韌性的都市更新非常必要。
Since 2023, we’ve implemented eight urban renewal policies, including incentives for seismic, green, smart, and accessible building designs.
⾃從2023年開始，我們陸續推出都更８箭，其中包含了提供耐震、綠建築、智慧建築與無障礙設計的誘因
We hope these initiatives will encourage public participation in urban renewal, paving the way for Taipei to achieve its dual goals of net-zero emissions and becoming a safer city by 2050.
我們希望這些措施能⿎勵⼤家參與都更，也讓臺北實現2050淨零碳排與安全之都的願景。
We often talk about “living and working in safety and happiness” as the ideal urban life. It’s not just a slogan; it’s what we strive for every day as Mayor.
我們常說「安居樂業」是理想的城市⽣活。這不只是口號，這是我們所有市長每⽇打拚的⽬標。
